Proposal of a Water Polo Schools Super League & SWOT analysis by Marius Buys (19/4/2009)

PROPOSAL
To establish a Televised Amateur Schools Super League for the top water polo playing schools in each province that is funded through sponsorship.

FORMAT
The clashes would be best suited to individual playoffs by each school in their normal fixture list within each province from where the top teams would then meet in a series televised tournaments to determine the eventual winners of the league.

BRANDING, MARKETING & PACKAGING
Branding (Direct & Peripheral): The sponsors logo can be displayed in a highly visible manner such as on the players caps; referees & coaches shirts; goals; pool bottom; ball; shot clocks; benches; pop up banners; heart banners; flags; A Frame banners; post match interview wall; pennants and on the lane ropes.

Marketing: Marketing can be done either directly to the persons attending the tournament or via inserts or advertising.

Packaging is highly organic and could be done to suit the corporate image or needs of the sponsor such as interviews with players coaches and spectators, inserts on individuals or noteworthy development.

STRENGTHS

1) The direct target community consists of members who are of the sphere of the SA business community that constitute key role players in the countries economy as the sport is played in elite, LSM (Living Standard Measurement) 8 -10, schools as well as a strong emergence of the sport in developing communities. (“elite” schools cater for the full racial affluent section of the Country)

2) Water Polo is generally under- or self funded without having any brands attached to the sport as an anchor sponsorship as is the case with, for example, rugby and Coca Cola and swimming and Telkom.

3) Water Polo is the fastest growing female school sport in the country.

4) Schools can operate independently from their provincial governing bodies in terms of sponsorship signing.

5) Water Polo is one of the largest “Cinderella” codes of sport with over 6000 active school participants in the sport at any given time.

6) The traditional water polo season stretches over a longer period than most sports namely September to March. (A total of 6 months)

7) There is a bona fide hunger in the Water Polo community for the recognition of their sport via broadcasting and sponsorship.

8) The sport is fast paced and contained, which lends itself to good action photography.

9) Participant schools have generally good sport and general administration and can be relied upon to fulfill any criteria or responsibilities as requested by a festival organizing body.

10) Participant schools are adept at the timorous transport of its athletes to sporting venues.

11) Participant schools are adept at the uniform appearance of their athletes especially at first team level where he athletes are subject to hero worship from aspirant players.

12) Participant schools can be relied upon to not bring the sport or sponsor into disrepute due to good control measures being in place.

13) The type of television shot used is ideal for the positioning of branding and advertising material.

14) Participant schools will not act in a prescriptive manner, as there is a long list of schools who want to participate in the proposed events.

15) The exposure of the brand sits much deeper than the participants who are directly involved in the festival - the support pyramid consists of players and coaches at the apex , the friends, parents, teachers, players and aspirant players in the mid section and loyal past graduates of the participant schools.

16) A full professional production crew is in place with 2 underwater cameras, and an 8 HD camera OB unit for live events as well an experienced Water Polo Event Production crew who operate off 4 cameras and 1 under water camera.

17) 2 experienced bilingual commentators are available.

18) The sport is not affected by inclement weather and only lightning can delay filming or live broadcasts.

WEAKNESSES

1) The coordination of the festivals would need to involve knowledgeable persons who have previously hosted water polo festivals which would need to be sourced and remunerated.

2) If the event is geared towards pre-packaging it is dependant on good weather and a fallback venue, a plan would need to be in place in case of said.

3) Initial setup cost and purchase of equipment would affect the first year’s budget before it could be reused for the hosting of the events in the following years.

OPPORTUNTIES

1) The “adoption” of water polo by a major sponsor would significantly impact on the decision making process by the participant members who are in the age bracket when they would choose which brand to support in the long term. Brand loyalty comes at a rather inexpensive price to establish the sponsor their personal brand of choice.

2) In the macro scenario, the Sponsor would be seen as the savior of a sport that has for too long been treated below its potential. The effect of the above action would be far reaching in the role players of the water polo community and brand transfer is a definite possibility.

3) A vacuum exists in the absence of brand support for the sport, which, if filled, will affect significantly in the gratitude and recognition by a community that is starved and hungry for any form of recognition of the sport. A significant opportunity exists, because of where water polo is currently positioned, to establish the image and perception of the larger SA public that the sponsor has rescued the sport form “zero status” and propelled it into a fully-fledged, recognized and visibly celebrated sporting code.

4) The event can be structured off an organic base and has the potential for sponsor dictated growth.

5) The facility and venue lends itself to the erection of points of sale that will allow the on the ground activation of the brand.

6) There is a need for good, family driven, programme material with the advent of new emerging broadcasters.

7) The sport can easily be upgraded to previously unprecedented level because of previous lack of funding that will directly be ascribed to the good will of the sponsor.

THREATS

1) Another sponsorship entity can step into the vacuum and with it the loss of an opportunity for brand activation, establishment and transfer.

2) Inclement weather can delay the shooting of a pre-packaged event and lightning can delay the broadcast of a live event.

I would like to thank all the persons who were involved during my tenure as Chairperson for their tireless energy and enthusiasm, without your commitment and drive Gauteng Water Polo could not have risen to where it is today…a financially healthy, development centered, small school inclusive, provincially competitive, association with fair and transparent policies that govern coaches appointments and player selections. A Schools Water Polo Association that truly has the best of Schools Water Polo at its centre.

I have tremendously enjoyed my time as Chairperson and I thank you all for giving me the opportunity to do so.

PROPOSED CGWP AWARDS DOCUMENT

The CGWP Awards Committee:
This committee is made up of the CGWP Chairperson, CGWP Vice Chairperson, 2 members of the CGWP committee, 1 member of CGA. The committee deliberates on the awards for all water polo activities in Central Gauteng Water Polo. The relevant Coaches, Chairpersons and Masters in Charge will present a nomination for consideration by the Awards Committee. The committee will call for nominations on an annual basis shortly before the CGA awards function. One of the important roles played by the committee is to endeavour to achieve recognition of water polo achievements across the range of water polo activities in the region of Central Gauteng.

General award stipulations:
· All players who play water polo in Central Gauteng are eligible for CGWP Awards.
· All players of any age are considered for CGWP Awards.
· CGWP does not make a re-award to a player at the same level.
· The conduct, behaviour, decorum, sportsmanship and disciplinary record of participants are factors which are taken into account by the Awards Committee when it meets to consider awards.
· Only players in ‘A’ teams can qualify for CGWP Awards.
· Players nominated must be in good standing with their school, club and Province.
· The CGWP Awards Committee reserves its right to make decisions using the award
criteria in this document as a firm guideline.
· The proposing member or nominated player could be asked to sit in on the discussion if clarity needs to be obtained about the nominees achievement
· All Awards except Certificates of Recognition are discussed by the CGWP Awards Committee.

Factors that determine the level of award:
· the success / achievements of the team during the season
· the fixture list and the calibre of the opposition
· the number of fixtures played
· the achievements of the individual within the team
· recognition by bodies other than CGWP

Awards offered by CGWP:
Certificate of Recognition - Certificate
Team Award - Medal
Half Colours - Tie
Full Colours - Plaque
Specific Honours - Honours Blazer
Special Award - As situation dictates

1 Certificate of Recognition

Candidate receives a Certificate of Recognition at his club or school:
1.1 First choice for a club A side or school A side.
1.2 Showed reasonable level of competence.

2 Team Award

Candidate receives a CGWP medal at a formal CGA awards function.
2.1 The player must play in a club A side or school A side.
2.2 Must show reasonable level of competency.
2.3 Must have been first choice competitor.
2.4 A minimum of five fixtures need to be played by the team.

3 Half Colours

Candidate receives a CGWP tie at a formal CGA awards function.
3.1 A player must be in the starting seven of a provincial side to receive this award.
3.2 For a player to receive Half Colours he needs to show above average ability and skills at the game, and commitment to the team. An appropriate level of competence has to have been achieved.
3.3 He must play at least 80% of the teams fixtures.
3.4 A player must show sportsmanship at all times and must conduct himself in the manner that is required of a 1st Team sportsman.

4 Full Colours

Candidate receives a CGWP plaque at a formal CGA awards function.
4.1 A player need not have received his Half Colours before being considered for Full Colours, but he must satisfy the criteria for Half Colours (above).
4.2 In addition, a player must be an outstanding player in the sport; factors such as selection to provincial / national sides would be taken into account but it is nevertheless the quality of the player’s performance for Central Gauteng Water Polo and his contribution to the CGWP team which remains the focus of consideration. The Full Colours Plaque recognises players of high quality.
4.3 A player must in a CGWP school or club team to receive this award.

5 Specific Honours

Candidate receives a CGWP blazer at a formal CGA awards function. A Specific Honours Award recognizes excellence. The candidate would have to have performed at a level which was clearly above that of a Full Colours Award. In most cases a recipient would have achieved recognition of his abilities outside of as well as inside the Central Gauteng Water Polo – for example by being selected for the SA Schools or National side. This is not, however, a prerequisite for this award when a proposal is considered by the Awards Committee. Candidates being considered for Specific Honours are also assessed on their merit worthiness – their example, their behaviour and conduct, their decorum, and their disciplinary record as members of CGWP. All Honours candidates are required to be registered CGWP members.

6 Special Awards

Candidates can be a person, group of persons, a sporting body or any other institution. The candidate must have made a significant contribution to the promotion and/or growth of sport of water polo. Persons who have showed extraordinary initiative or overcome severe adversity are considered. Each case is solely considered on its own merit without cross reference to other cases. Each award would suit the situation such as a gift to an administrator or kit for a deserving club.

GSWP 91 – Welcome back Mr. Brian Webster!

Dear All;

Please be advised that, because of nominations received, I have appointed Mr. Brian Webster as temporary Chairperson of GSWP until the AGM on 30 April 2009 at 16h00 at the St David’s High School Pavilion.

Mr. Ryan Weideman was also nominated to a much lesser extent but Mr. Webster is the obvious choice as he is not new to the position.

Mr. Webster will, as of today, assume all duties and responsibilities with the exception of payments which will be handed over if he is formally voted in at the AGM and has lodged a formally accepted constitution with the bank.

Please speak to him about trials, coaching appointments, tour accommodation, tour pool allocations and for that matter all issues related to GSWP.

GSWP 90 – GSWP Estimated Tour fee

The estimated Tour fee for Gauteng players have been determined at about R1500 per player.

There is still scope for a lot of sharpening of the proverbial pencil should the new Chairperson so wish and the estimation has been done at maximum amounts rather than minimum.

GSWP 89 – Annual Schools Affiliation Fee

Dear All;

Please note that as of the new water polo season schools will be required to pay on 1 September of every year an annual affiliation fee into their provincial bodies of R500 per school.

Permission for said payment was obtained in 2008 through Gauteng Aquatics and was proposed through the Water Polo Board of control.

For some time the regions executive officers have been required to fund cellular calls, transport, travel, cost of internet, stationary etc. through their own personal funding, use of school office equipment or as a cost item on tour players accounts.

The aim is to stop this unsustainable and bad business practice and align with the how schools rugby and cricket administration is funded.

The funds will be freely available to the regional chairperson but he will have to account for the use of the funds at the annual AGM.

GSWP 87 – Nominations for a new GSWP Chairperson

Dear All;

Please be advised that, as of end of March, I will no longer be able to continue my tenure as Chairperson of GSWP because I have taken up a position with a new school in Pretoria.

I will, as a matter of urgency, within the next week, hand over to a willing candidate that will have to carry on with preparations of the provincial team such as trials and coaching appointments for the SA Schools tournament as well organizing the LOC to host the tournament in Johannesburg.

Obviously it makes sense for me not to make coaching appointments that may be changed under the new Chairperson.

Can I please ask you to send in nominations for said person by this Thursday 26 February 2009 to buysm@stdavids.co.za?

I will, from the proposed list, compile the candidates, one of whom will be voted in to serve as the new GSWP chairperson with the existing executive until the AGM.

Note: There is a possibility that I would continue to serve the larger Gauteng Water Polo community which would incorporate Northerns and Easterns, as well as continue with the various development projects that have been launched in my tenure such as splash polo, the techniques dvd and the referee test system.

I have also been in discussion with the other Chairpersons who feel that they would need a neutral person to represent Gauteng schools at the Water Polo Board of Control who reports to CGA.

GSWP 86 – Revised GSWP Organizational Structure

Please be advised that GSWP will be reorganized to incorporate more members to help tame the unruly beast. We are incorporating a number of new positions, the most prominent of which is a Vice Chairperson that will assimilate some of the current duties of the Chairperson.

GSWP 85 – Players who cannot attend Round 1 of schools trials

Dear All;

We are aware that there are Gauteng Club Cup Games scheduled for the 15th of March which affects school going ladies which also plays for a club side.

The affected players are to please enter normally but they should indicate on their form that they will miss the first round of trials due to their cup game.

These players will then be automatically included in the next round. The same applies to players who are away on schools tours as well as injured players.

These players however need to enter normally and present a letter form the schools headmaster, in case of tours, or a letter from a doctor, in case of injury, at the next round of trials.

* Late entries will be accepted on the day of the trial but is strongly discouraged as the length of the pool time allocated to each age group depends on the amount of entries received beforehand.

* The date of the SA Schools Inter Provincial Tournament in Jhb. is 12 – 16 December 2009.

Other important information:

* Ensure that your school sends a selector; each school is entitled to one.

* You are entitled to be observed for two periods of 10 minutes where you are in the water.

* Pre trials criteria with regards to fitness and ability will be supplied and posted in the trials blog space in due course.

* If you are selected to go though to the provincial training squad you will be expected to pay a fee of R120 per month which will cover your coach and managers cell expenses, travel and time spent.

* Please ensure that your coach provides you with a training programme that has the time, venue, date, and attending coach for at least 2 months in advance.

* If there is inclement weather that arrangement is that you arrive at the venue and wait for 30min before a practice is cancelled.

* Your provincial coach must do a minimum of four practices per month in the off season and eight practices per month in the pre and in season.(If not the team will be under prepared)

* Your coach may cancel a practice at short notice provided each player is sent an sms with the reason. (Cancelled practices HAVE to be made up on another day)

Dear All

Hungary is one of the oldest countries in Europe, older than France and Germany. While we are blessed with mineral wealth in South Africa – Hungary is blessed with thermal water over 80% of the country’s area – about 1500 thermal springs. This is why they are so adept at water sport especially water polo.

Day 1:
We depart from EL to JHB and from JHB to Budapest.

Day 2:
We arrive in Budapest. On arrival we meet our coach and check into our hotel. We use the public transport to get to Leanyfalu, a small town north of Budapest on the banks of the Danube, about 10 km from the Slovakian border. Here we play a practice match against the Konu club of Leanyfalu.

Day 3:
We leave for Leanyfalu again to watch league match. We also play a masters side. We also explore the Szentandrei area, a typical small Hungarian village.

Day 4:
Today we visit Margit island. This is the ‘Loftus’ of Hungarian water polo. It is an honor to play in that pool. After the game we visit an all you can eat restaurant over the bridge from Margit island. Here we experience Hungarian cuisine like goulash. Goulash is, contrary to popular belief, not a stew but an artistically prepared thick soup.

Day 5:
We leave for Kecskemet today at 8 am by train. On arrival we catch a bus to the pool. The club we trained with is ‘Shining Seals’ polo club. We spend time at the local mall until our next training session. Back at the pool we visit thermal spring .

Day 6:
Today we visit Lake Balaton where we play beach polo – a four man version of the game. Like sevens rugby is to 15 man rugby. We spend the next two nights here.

Day 7:
Lake Balaton – sightseeing and cycling in the forests around the Lake.

Day8:
Lake Balaton and return to Budapest. Upon return to Budapest, a visit to the Chinese market.

Day 9:
A visit to the BVSC club in north Budapest. BVSC is a club with a lot of history and is famous for the number of Hungarian water polo players it has produced.

Day 10:
Another visit to Leanyfalu to play water polo and train with the KONE club.

Day 11:
Today we go to Eger, a three hour bus drive from Budapest. This small town is renowned for its sporting history, we visit the Sports Museum which chronicles the history of the modern Olympics and the achievements of people from the town. After the Museum we go to the old Eger pool which has a cobble stone bottom and is fed directly from a thermal spring, where we play an Eger boys club. The pool complex is still exactly like it was when it was built in 1925. Playing in this pool is like taking a step back in history as the pool, goals, change rooms and stands are the same as in the photographs from 1925! Playing time is strictly controlled – as soon as one practice finishes, the next group dives in exactly on the hour! After this game we visit the new Eger pool, which is an indoor pool and has an impressive large wooden roof, much like the inverted hull of an old wooden sailing ship. We spend the night in Eger.

Day 12:
Today we practice polo again and visit the historical fort of Eger, as well as tour the interesting dolomite caverns and rural area of Eger.

Day 13:
Today we return to Budapest and the remainder of the day is a shopping day and we also do some sightseeing.

Day 14:
Today we leave from Budapest to Johannesburg .

COST OF TOUR: R20 000 all inclusive
(all meals, flights from Johannesburg, accommodation, public transport in Hungary, pool entry, coaching fees, bus hire) Please note air fare from your city to Johannesburg and return is not included in tour cost. Visa costs are for own cost but if applied for as a group is normally free as the tour qualifies as a cultural/sport tour. Accommodation will be in student residences and youth hostels.

Itinerary may change slightly and is based on activities from 2008 tour with slight improvements.

GSWP 77 – Applications to coach or manage a Gauteng Provincial Side in 2009.

To whom it may concern

Please forward this letter to any person that might be interested.

Gauteng Schools Water Polo would like submissions from interested persons who would like to coach or manage provincial teams in preparation for the 2009 SA Schools Water Polo Inter Provincial Tournament in Johannesburg in the second week of December 2009.

Managers would not necessarily need previous water polo experience but teachers, parents of players or ex players and Black, Coloured, Indian or Chinese applicants would receive preference. Good administrative and communication skills are a must for managers. Coaches would be selected by a coaching appointment panel on the basis of recent achievement, qualification and years of water polo experience.

Coaches get paid a coaching fee of between R2000 – R3500 depending on their grading.
Managers are appointed in an honorary position and receive free kit.

Coaches and managers will be expected to be involved with their team from March 2009.

GSWP 73 – Junior World Water Polo Tournaments

a) NB! Preamble:

As per telecom with Mr. S La Marque, and invitation from Mr. V Trininic and Mr. John Moodley the National trials are considered inclusive and therefore the first two rounds of trials are open to any person who meet the criteria and want to attend the trials.

Any Water Polo Player may therefore attend without nomination but it is highly recommended for players who are at least provincial A & B team standard.

Certain Gauteng players have been nominated by Mr. B Webster and Mr. K O Brien at the SA Schools Tournament.

Players must be born in 1991 and upward.

Players must be aware that the tour and training camps are self funded.

GSWP are also pleased to congratulate Mr. Weideman and Mr. Willis in their appointment to their respective National Water Polo teams.

b) Official communication from SSA

RE: JUNIOR WATER POLO (MEN & WOMEN) SELECTION Swimming South Africa have been negotiating with CANA and FINA for participation in the Junior World Tournaments. Final confirmation of our acceptance is awaited from FINA.

The international events are scheduled as follows:
Men's 22-30 August 2009, Split and Sibenik (Croatia)
Women's 09-15 August 2009, Khanty-Mansyisk (Russia)

In anticipation of participation, following on the forthcoming SA Schools Tournament, the selectors must nominate squads to attend training camps. In accordance with the guidelines received from SASCOC, Swimming South Africa have established transformation criteria for all outgoing teams.

It is recommended that the training squads have a minimum of 24 players of which 25% are from the previously disadvantaged communities.

The training camps will take place as follows:

Johannesburg 8 – 10 January 2009
Durban 27 – 29 February 2009
Cape Town 20 – 22 March 2009

The final teams will comprise of 13 (thirteen) players, of which a minimum of 4 (four), will be from the previously disadvantaged communities. These teams will be selected at the SA National Junior Championships that will be held in Durban towards the end of March / early April.

The general criteria covering the selection of these teams will be the following:
1. All players must be registered with Swimming South Africa by December 2008.
2. In order to be eligible for selection for the above international competitions, players must attend all the training camps.
3. The swimming tests to be conducted at each camp are attached.
4. Only players that attend the SA National Championships 2009 will be considered for selection.
5. The selected players and officials will be required to sign and abide by the Swimming South Africa Players Code of Conduct and conform to all SSA policies and protocol regarding team preparation and participation. Failure to do so may lead to deselection.
6. Every selected athlete must be:
a. a citizen of the Republic of South Africa,
b. a registered athlete of Swimming South Africa in good standing with his Affiliate,
c. in possession of a valid South African passport, and
d. must have chosen South Africa as their Sport Nationality
7. Overseas - based players need to submit their monthly swim program with times, duly authenticated. Failure to submit this information may result in withdrawal from the team.
8. At this stage, participation at these events will be self - funded.

Copy of this document must be immediately circulated by the Technical Committee to all the Affiliate Presidents and the Affiliate Technical Committees.

c) Training Camps Dates for the camps will be confirmed.
They will do the following swimming tests:

Dear All, It has been confirmed that SA National Junior and Senior Teams (male and female) have been entered by SSA for the next year World Championships.

Senior and Junior Men will have first camp from Friday, 09 January 10h00 in the morning until Sunday, 11 January finishing early afternoon. Provisionally we booked St Stithian’s pools for this camp but if turnout is not so great we may move the venue.

Dates for the Men's camps in February and March are per attachments and will not change. Times and venues will be communicated closer to the time. It is understandable if some of the junior players will not be able to make some of the camps because of the school fixtures/tournaments. January, February and first two weeks of March are very busy and no weekend is free for any of the school players but we still need to have monthly camps.

Females camps will be organized and communicated to you by Brad Rowe and Ryan Weideman.

It is essential that all players come reasonably fit (+ - 75%) at the first camp. It will be a waste of time, effort and money coming unfit to the camp. Please use the holidays to refresh, rest and recharge for the hard and demanding few month in front of all of us.

There will be daily practices at St Johns pool every day Monday to Saturday (excluding Christmas Day and New Year Day) from 11h00 - 13h00 (mostly juniors girls and boys) and in the evening 17h00 - 20h00 starting Monday, 15 December. Everybody is welcomed for these optional practices.

All relevant informations will be communicated to you during the first camp. Please do not hesitate to contact Pete Lavett or me if you have any problem or queries.

GSWP 69 – SSA Investigation follow up & other clarifications

To whom it may concern…

Please note the letter from Mr Badenhorst, copied and pasted verbatim except for numbering his points.

Some comments on his question in reply…as I highly doubt an answer from SSA will be forthcoming.

I must also with sadness note that of the 5 members contacted to attend the GSWP awards function as guests of honor, none even bothered to reply to the invitational email. A leadership body that fails to connect, communicate and inspire following only engender distance, misperception and mistrust. Not at all an ideal situation in a sport driven by people who are definitely more passionate than your average man in the street.

Answers to the best of my knowledge:

1) The Organizational structure for Gauteng:
a. Minister of Sport
b. SRSA (Sport and Recreation SA)
c. SSA (Swimming South Africa)
d. GA (Gauteng Aquatics) & Schools Water polo SA (on a separate leg)
e. Central Gauteng Aquatics
f. Central Gauteng Water Polo Board of Control
g. Gauteng Schools

2) SSA is supposed to request funding via a SRSA for water polo through a budget plan that is approved by SRSA if the books of the previous year are in order. The monies allocated depend on the number of participants, development, transformation and mass participation.

3) At point g in the structure Gauteng Schools only receive ad hoc information from SSA through media releases and from the Central Gauteng Water Polo Board of control. I need to note that Ms. Peta Kaplan who has to represent schools at the CGA Board meetings does not, by her own admission at a CGA board meeting, represent water polo schools. The reason she has given is unclear and I have observed at the meetings that no funding for schools for water polo is submitted from her desk. Swimming on the other hand, receives significant funding from CGA and SSA.

4) My understanding is that someone hijacked the South African Olympic teams entry as the quota was not at the desired level. If you start speaking to people in positions that matter everyone suddenly develops selective amnesia.

5) To date Gauteng Schools have not been invited to a single planning meeting and in fact we were specifically told that we were NOT allowed to attend. I have spoken to Mr Ishmael Vaieej via telephone and have met Mr. John Moodley once or twice. To date only demands have been made and certainly money has not been made available. There is much talk that there is money available but I will believe it when I see it. Provincial Schools also operate under the umbrella of SWPSA which have good and functional policies and are able to usefully implement decisions made by leadership. (In my opinion)

6) SSA have held a coaching clinic in 2008. The clinic was excellent.

Dear Aquatics Sports Management

As a passionate supporter of water polo as sport and a parent of current players, a number of questions come to mind, especially after the recent Olympic Games and having seen the Media Statement on a Commission of Enquiry to be held into SSA as attached underneath. It would be much appreciated if you could assist me in understanding these and to obtain a clearer picture of the vision of our current management for this specific aquatics sport. The following questions and comments illustrate some of the uncertainties that I currently have and that one find difficulty in getting answered by administrators:

1) How exactly does the governance of water polo work, because I understand that it resides under SA Swimming. This fact makes one think that the attention to it would be in a diluted and un-informed format? One for example does not even see water polo being mentioned in the Media Statement underneath and when searching for it on the SRSA site (srsa.gov.za) a search on water polo returns with “Sorry no matches found”;

2) What support (organisational and monetary) does the government through its governing bodies like SSA provide to water polo? I trust that this is a matter that is handled in a transparent manner?;

3) Is there an existing written strategy for the development of water polo in South Africa? One virtually never hears anything about water polo in the press or on TV and very limited coverage was received for the sport during the recent Olympic Games;

4) Talking about the Olympic Games, why didn’t our national team participate in the Olympic Games this year? As understood, they are the African champions?

5) To date I was only exposed to the sport on a Provincial level and experienced a lack of commitment, co-ordination, alignment and vision from administrators, especially from SSA and nowhere one can find anything that illustrates government and associated administrative commitment to the development of players of colour. It just seems to come in the form of demands without any tangeable support to achieve these demands or objectives for the future;

6) Similarly one does not see this type of support for coaching personnel and clinics in order to enhance the level of players in the country. Success for any individual player seems to rest solely on the shoulders of such player and his immediate friends, family and support group;

There is a real concern in my mind regarding the vision (or lack thereof) and current status of affairs surrounding water polo in South Africa and your reply on these questions and comments would be greatly appreciated. Any references or contact names where more information could be obtained would also be of great help.

SSA MEDIA STATEMENT Commission of Inquiry 25th October 2008

For immediate release

The Commission of Inquiry appointed by Swimming South Africa (SSA) has almost completed its work, and is aiming to provide its Report to the SSA Executive Committee on or before 10 November 2008.

The Commission has met on several occasions, and has interviewed coaches, swimmers, management, and officials. It has also received many written submissions from swimmers, coaches, management, officials, and interested members of the public.

The Commission will sit again on 3 and 4 November 2008 in Johannesburg where it will interview witnesses who have to date not been available. The Commission has also sought the assistance of overseas-based coaches, and they have indicated their willingness to co-operate by teleconference.

Recently, the Commission conducted an audit of all the written and oral information received to date, and it is satisfied that it is in a position to fulfil its SSA mandate as contained in its terms of reference.

The Commission has enquired fully into the Sunday Times publication of 31 August 2008 which prompted SSA to appoint the Commission in the first place. It has enquired into performance-related issues such as the SSA national strategy; the national coach; the coaching staff; SSA relationship with SASCOC; the SSA financial support for its swimmers; the SSA management and administration in relation to high-performance swimmers; SSA communication strategies, etc.

The Commission has also enquired into the SSA preparation for the 2008 Beijing Olympics, and issues relating to high-performance support, and facilities for its elite swimmers.

The Commission has prepared a time-table with a view to finalising its Report as soon as possible, and this has been communicated to SSA. We trust that with the co-operation of all concerned, we will be in a position to deliver the Report on or before 10 November 2008.

Lastly, it remains to draw attention to the fact that the Commissioners are all volunteers, and are conducting the inquiry on a part-time basis. We therefore wish to stress that the inquiry is on-going, and we ask for patience from the media and anxious swimmers and parents. Whilst the Commission has not yet finalised its Report, it remains open to swimmers, coaches, officials, and interested members of the public to make further or additional written submissions to the Commission.

It is important that the Commission is as fully-informed as possible by all relevant role-players for it to make informed decisions in relation to its findings and recommendations.

We wish to reiterate that the Commission functions entirely independently of SSA, and that its only link with SSA relates to it making logistical and similar arrangements for the Commission to meet and convene from time to time.

GSWP 68 – Some good water polo news from the East

To all water polo complainers… Please note this good news story from the East Rand.

Ms Helen Keller, was once asked what the worst thing was, in her opinion, besides the blindness that she was suffering from… her answer…”To have perfect sight but no vision”

She might have been referring to constrained persons who see things as they are and ask why? Why do we not get money from SSA for development? Why do we not get TV coverage of water polo? Sound familiar?

In direct opposition unconstrained persons see things as they could be and ask …why not. Like the story below…Well done William, Bones and Jonel! Keep up the good work!

The new dawn of flipper / splash polo.

Stingray aquatics and Olympian water polo joined forces at the start of the season. Both our clubs were on the point of extinction. Most of the swimmers left due to the Boksburg indoor heated pool not being heated and very green during winter. Olympian water polo got to the stage where the average age of the players in our side was 57 years of age. We started the swimming season off with 5 swimmers and no old men down to train. (Old men say they don’t train… they just play). “Now what?”

After hours of soul searching between Jonel Enslin ,swimming coach, and myself, me being the polo thinker, came up with the idea of flipper polo. Now as we all know water polo and swimming coaches are not the best of friends. We treaded around each other for Sep / Oct. No plan to put into action. Still 5 swimmers no old men.

So unbeknown to her, I got hold of the local newspaper and did a press release about flipper polo, swimming and the history of Brakpan to both forms of the sport. (No 1 water polo team in S A in the 80’s 9 springboks in the side).

Last Friday in October, I sat down after work, picked up the local Brakpan herald, and, as most males do, turned to the back sports page. Walla! Flipper polo took up the whole back page! Naught was left to do but wait for a million kids to phone and join.

We started off with 5 kids on our first day which was disappointing to say the least. 3 training sessions later we are now at 19, with 3 more hopefuls and six little youngsters from the local informal settlement. We have 3 coaches, Bones Loyd, his water polo assistant and Jonel on the swimming coaching side. The response from the kids was: “I have never had so much fun Sir! Can I bring my friend, brother and sister tomorrow?” And so began the phenomenal growth in our regenerated club.

We started off with all age groups playing apart. It soon came to our attention that you can’t leave a few 7/8 year olds alone in the pool as they all want the ball. Stop. NEW PLAN! We joined all the age groups together. Older boys (10 to 12) have a better idea of spreading the ball wide and finding the openings. The little ones quickly picked up on their game plan. By the end of the fourth practice a fair game of water polo was being played by all.

Swimming coaching is done during practice, 4 at a time, with the rest of the competitive, grown up, swimmers. We would love for other clubs and schools to follow our example, so we can start a little league between clubs and schools. We are also thinking of having a 2/3 day swimming /water polo camp at our pool in December for interested kids (Age 7 to 12) to grow the sport.

SWIMMING SOUTH AFRICA -TECHNICAL AND SELECTION COMMITTEES
At a meeting held 04 – 05 October 2008, the Executive Committee ratified all the Technical and Selection committees. The make-up of all these Committees is depicted in the attached schedule.

Affiliates are requested to advise all their representatives of their appointments. In the interest of our sport, it will be noted that as the Swim Instructors Committee is in its first year, the Executive Committee deviated from the established procedure by allowing all the nominated members to operate on the Committee to obtain experience.

However, at the next Annual General Meeting, the format as outlined in the Constitution, will be implemented. It is important to record that the Executive Committee intends to introduce a similar format for the Officials Society.

The Executive Committee is also investigating the formation of a Coaches Committee, together with athlete representation on all the Technical Committees. The role of the Technical Committees is extremely important in the progress of our sport, and is second only to the Executive Committee. It is therefore essential that there is a strong leadership and all deliberations are aimed at meeting the goals of our Federation.

The SSA executive committee wishes all the committees and their members a successful period in office.

Notes : The nominated Chairpersons hold office for four years. All other members of the above Committees hold office for two years, except for the first year of the new four-year cycle.

The members with ** beside their names hold office for two years. The members with * beside their names hold office for this first year - they retire at the end of this first year.

At the next AGM, the retiring members create a vacancy, for which elections will take place. In the case of the Swim Instructors Committee, being their inaugural year, the Executive Committee has decided that for this first year, all the nominated members be included on to the Committee.

However at the next AGM, the established procedure will be conducted, namely, a nominated Chairperson; election of two members, with the member securing the highest votes holding office for two years and the other elected member holding office for one year; and the appointment of two members, with one member holding office for two years and the other member holding office for one year.

GSWP 66 – GSWP Corporate Sponsorship Request

Dear Sir / Madam

I would like to express my heartfelt thanks for any contributions in the form of sponsorship and / or donations that your company may be able to make for and on behalf of your good will to the Sport. As a Provincial Sporting Body, we are not adverse to, as a token of our appreciation, to supply you with a blazer pin, a framed letter of thanks, a thank you on our awards function, placing your logo on the full page advert we will take out in the Multi Age Group National Tournament brochure to thank all sponsors.

Gauteng has 16 teams who take part in the National South African Schools Inter Provincial Water Polo Championships from 6 – 10 December 2008 in East London and Gauteng has, in addition, been selected to host the 2009 National Championships should you want to include your sponsorship as a planned budget item.

I would appreciate any of the following to increase the enjoyment of the experience of the 247 strong complement of Gauteng Staff and players or to lessen the financial burden of around R6000 per person that the parents have to fork out for the tour for their sons or daughters. Our needs are 247 units of any or a number of the items which follow:

Kit Bags, towels, water bottles, T-shirts, caps, sweaters, goodie bags, corporate gifts etc. Vouchers and prizes are an alternative as well as the donation of new or second hand catering equipment as we prepare all our meals for the players in buffet style on site and need to procure said.

16 Umbrellas with a large plastic water / cool drink dispenser would also come in extremely handy as we make up energy drinks for each team at their venue. A lightweight Marquee style Gazebo which would function as the main GSWP area is also required. All of the above may carry your branding.

We would also welcome some alleviation of the 60K sponsorship we have to raise for players who come from rural communities or underprivileged homes and cannot afford the tour whatsoever.

Gauteng Schools Splash Polo Programme

This is a list of Splash Polo Persons who are willing to be involved in the Gauteng Schools Water Polo Development of Splash Polo.

The idea is to build up a groundswell and kick off when the foundation is up and running which will probably take a year or two. If were going to do this right the program must be financially sustainable and with key result areas where the progress is measured. I do not necessarily see the programme working as outlined by SSA and will run a GSWP version of it. This means we cut out the talkers and reward the persons who achieve results and do the actual work...NOT the managers and talkers.
