To whom it may concern (Especially persons involved with potential water polo players of 11 – 14 years old or volunteers who would like to be involved in this positive initiative)
Please read the letter from SSA below and contact Marius Buys on buysm@stdavids.co.za or 076 800 6983 if you are keen to get involved, would like to be kept in the loop of developments or would like to facilitate this programme at your school or as a private individual who would like to see the sport of water polo grow.
GSWP would appreciate especially the involvement of Black, Coloured, Indian or Chinese youngsters and would not be adverse to some form of financial assistance, the providing of coaches and equipment, should schools, or individuals who are keen to start up splash polo in Gauteng want to donate of their time and energy.
GSWP currently sponsor players who show promise and are required to meet the prescribed quota for Black, Coloured, Indian or Chinese players in the Schools Water Polo Inter Provincial Tournament and there is a crying need for the above mentioned players.

SSA SPLASH POLO PROGRAMME Proposal - October 2008
Aim
To generate a foundation with Splash Polo and develop Junior Water Polo within every affiliate of Swimming South Africa.
Objectives
1. To establish School Splash Polo Leagues that will encourage players to play the game on a weekly or bi-weekly basis.
2. Identify players and promote them to coaching sessions in the deepend and so create teams for the launch of junior water polo leagues at each affiliate level

1. Each affiliate must elect a Splash Polo Convenor (see Job description below)

GSWP 63 – GSWP Open Letter of Official Objection to SSA Stipulations
As per SSA Communication on 14 October 2008
(Aka SSA Programs, Dates & Rules for 2008/9 National Competitions)
THE FOLLOWING SSA STIPULATIONS ARE OBJECTED TO UNDER WATER POLO COMPETITION RULES:
A. Stipulation 4a: Technical Officials - All Technical Officials (Referees, Table Officials, Coaches and Managers) must be correctly attired with long pants and closed shoes.
Objection: Long pants and closed shoes is not climate nor seasonally appropriate in South Africa and will be difficult to enforce.
B. Stipulation 4b: Technical Officials – Referee –The Referee cannot serve as Manager or Coach at the tournament.
Objection: The pool of professional referees is simply not big enough to support such a request. The dey facto arrangement of having a coach or manager referee the match after their teams match addresses the issue satisfactorily until a sufficient referee base exists and until the finance is available to pay said referees.
C. Stipulation 5 a-c: Team Entries All team entries must be submitted to SSA Competitions Manager, by the Affiliate Secretary, by closing date that will be stipulated: a. Intention to compete – closing date is 3 months prior to first day of competition. b. Confirmation to compete – closing date is 2 months prior to first day of competition and must to accompanied with payment. c. Final team list – closing date is 4 weeks prior to first day of competition. Accompanying this list must be an ID photo of each team member. Photo’s are to be taken with a white back ground and can be submitted in digital format.
Objection: The due dates are out of sync with the dey facto arrangement and is practically unattainable
D. Stipulation 6 If teams withdraw after the closing date (point 5.b.). Their entry fee will not be refunded and a further fine of R 500.00 will be imposed.
Objection: Teams do not withdraw because they want to and to impose fines for doing so is profiteering.
E. Stipulation 7a - c: Team Composition minimum requirements: a. 13 players • Each team must field 2 black players (2008) and 3>4 black players (2009). • There must be at least 1 black player in the pool for the full duration of the game. Teams that do not comply will result in their entry being withdrawn. c. 1 manager - 1 member of the management must be black (2008).
Objection: The quota system as requested above is devoid of any thought, based in racist foundations and unattainable in terms of the pool of black players currently available to play and manage in the country at the required level. There is currently NO development support from SSA that warrants such Drakonian and inflammatory measurements and it is my firm belief that whoever wrote the requirement has no interest in the growth of the sport but rather makes decisions based on a fundamentalist and political agenda. If said point of departure continues I am sure that the sport will be brought into disrepute again as with previous attempts to squeeze black blood from a rock that just does not have any. The Kramer League is already an excellent example of prohibitive administration policies in terms that teams have foregone entry into the league and simply hold a mirror tournament without any political interference.

F. Stipulation 1: This event is run by S.A Schools with the assistance of SSA.
Objection: The assistance should be solely in a financial sense as history has proved that SSA lacks the capacity to act quickly and decisively and decisions are generally not made to the best interest of the sport but rather based on political motives which tends to lead the sport into disrepute.
G. Stipulation 2: SSA contributes to the technical running of the water polo tournament, therefore the above rules Apply except: Rule 5 – team entries are to be submitted to S.A. Schools.
Objection: The tournament, in its entirety, should be run by the SWPSA and the host province. SSA has no insight into the on the ground complexities of the tournament and should not complicate the process.
H. Stipulation 3 Registration; All players that participate in this tournament shall be registered with SSA and these registrations shall be submitted on a spreadsheet and include Race. Objection: In terms of the National Constitution it is discriminatory and unconstitutional to include a person’s race as the basis for any decision making and should be removed from registrations as it superfluous. Race quotas should be phased out, not enshrined in rules and regulations.
I.Stipulation 4 & 5 Invitation to Schools outside South Africa will be done through SSA. All teams representing South Africa will be sanctioned by Swimming South Africa.
Objection SSA’s administration does not have sufficient capacity to administer events that are at the core not part of their mandate as schools and teams who travel to, invite and participate against schools and teams outside South Africa are done on an informal/casual basis and does not fall within the official framework of the SSA umbrella body. The provincial body may be informed of a school tour as courtesy and permission must only be sought should a team act as a national team. (Whether that team was nationally selected or not)

SWIMMING SOUTH AFRICA
WATER POLO PROGRAMES, DATES AND RULES
FOR 2008 – 2009 NATIONAL COMPETITIONS
These rules will apply to the following competitions:
1) SA Schools 07th to 10th December 2008 - East London
2) Kramer Tournament 11th to 14th December 2008 - East London
3) SASSU 27th to 30th November 2008 - Pretoria
4) Nationals Water Polo 03rd to 05th April 2009 - Durban
5) Water Polo League -

The general rules listed below shall apply to all affiliates of SSA.
Affiliates must inform SSA head office of their structures and their Water Polo calendar for the season.
WATER POLO COMPETITION RULES:
1) FINA rules will apply to all National Competitions unless otherwise stated on the specific tournament rules below
2) South Africa participants must be registered with SSA. Non-registered participants and their Affiliate/Club will be fined R 500.00 each, which will be payable immediately. In addition they will have to pay the annual registration fee before they can compete.
3) Visiting teams must provide a clearance letter from their National Federation to compete in the event.
4) Technical Officials
a. All Technical Officials must be correctly attired, requirements are stated below :
b. Referee – Each team is to travel with a minimum of one SSA accredited/registered referee. If the team does not have one they will be charged R 1000.00 per team. This money will contribute to the expenses incurred in appointing a SSA referee. Referees are expected to attend all meetings and participate for the full duration of the event .The Referees are independent from their clubs. The Referee cannot serve as Manager or Coach at the tournament. Correct attire is long white pants, white shoes, white shirt or tournament shirt, and white hat or tournament hat.
c. Table Officials –
All table officials are to be SSA registered.
They are expected to fulfill their duties to the best of their ability and with honesty and integrity. Correct attire – collared shirt/tournament shirt, smart pants, and closed shoes.
d. Manager -
Each team is to travel with a manager to ensure the team is well managed, organized and informed of tournament proceedings.
All team 2 managers must attend the Manager’s Meeting and any necessary meeting that might be called.
The coach may fulfill this role.
Correct attire is collared shirt, smart long pants, and closed shoes.
Team officials must wear the same clothing.
e. Coaches –
Coaches are expected to display good sportsmanship’s towards competitors and officials.
Correct attire is collared shirt, smart long pants, and closed shoes.
Team officials must wear the same clothing.
f. Conduct- Should a Manager/Coach display poor conduct that includes the use of foul or derogatory language even towards his/her own players, irrespective whether the referee witnesses the incident or not ,this member will be required to appear before the disciplinary committee.
5) Team Entries All team entries must be submitted to SSA Competitions Manager, by the Affiliate Secretary, by closing date that will be stipulated:

8) Only accredited managers may:
a. Lodge objections
b. Lodge protest. A written protest accompanied by R100.00 must be lodged with the Tournament Director within 1 hour of the objection.
9) In the case of a protest, the decision of the Tournament Director and the SSA appointed committee would be final.
10) If participating teams cause a delay in the starting of their game, they will be fined R 500.00
11) Team transformation must be met as per SSA Transformation Committee stipulation, unless otherwise stipulated in tournament rules.
12) Players are to wear the same cap number for the duration of the tournament. This consistency is necessary for our Selection Committee to fulfill their duties correctly and to produce accurate stats.
13) Ceremonies:
a. Opening Ceremony – Managers should instruct athletes on respectful behavior during the performing of the National Anthem and Opening Speeches.
b. Medal Ceremony – Athletes must present themselves in good time and correctly attired.
c. Only medal winners are allowed to be on the medal podium during medal presentations.
14) All tournaments should recognize the following achievements as a minimum:
a. Best Goal Keepers – men and women.
b. Best Players – men and women.
c. Most Promising Players – men and women.
d. Referee of the Tournament.
e. Most Improved Referee.
Kramer National Inter –Club Tournament
1) This tournament that will be played in sections based on team strength, previous results and current provincial league standings.
2) Team entry fee will be R 3000.00 and entries will fit into the following sections:
a. Men A Section – maximum of 6 teams
b. Men B Section – maximum of 8 teams
c. Women A Section – maximum of 6 teams
d. Women B Section – maximum of 8 teams
3) Promotion and Relegation Rule - The winning team of the B section may gain promotion into the A section by playing a promotion relegation match against the last team of the section
A. This match should be played as the curtain raiser to the Final match of the section
A. The winning team will be promoted to the A section and loosing team of the A section will be relegated to B section for the same tournament in the following year .
If a Province believes that their team is A section strength, they will be given automatic entry into A section until the A section has 8 teams Written motivation needs to accompany the team entry form.
If the A section is full (8 teams), teams will have to come in at B section. Teams will be accepted from the Affiliates in the A or B sections, however the number of teams entered will dictate the structure of the tournament.
4) Closing date for entries : 14 November 2008 4
Telkom SA National Aquatic Championship
Rules:
1) This is a Provincial tournament that will be played in sections based on team strength and previous results
2) Team entry fee will be R 3000.00 and entries will fit into the following sections: a. Men A Section – maximum of 8 teams b. Men B Section – every province to submit B section side c. Women A Section – maximum of 8 teams d. Women B Section – every province to submit B section side
3) Promotion and Relegation Rule - The winning team of the B section may gain promotion into the A section by playing a promotion relegation match against the last team of section

1) This event is run and owned by South African Student Sports Union (SASSU).
2) SSA contributes to the technical running of the water polo section, therefore the above rules apply except: Rule 5 – team entries are to be submitted to SASSU offices.
3) All teams representing South Africa will be sanctioned by Swimming South Africa.
SA Schools
1) This event is run by S.A Schools with the assistance of SSA.
2) SSA contributes to the technical running of the water polo tournament, therefore the above rules Apply except: Rule 5 – team entries are to be submitted to S.A. Schools.
3) Registration; All players that participate in this tournament shall be registered with SSA at a fee of R 35.00. These registrations shall be submitted on a spreadsheet and include D O B ; Gender; School; Province and Race. These registrations and payment thereof must be submitted to SSA two weeks before the start of the tournament.
4) Invitation to Schools outside South Africa will be done through SSA.
5) All teams representing South Africa will be sanctioned by Swimming South Africa.
National Water Polo League:
1) The league will be played over 3 legs :

4) The Affiliates that wish to host a leg of this League will follow the Bid Process.
Appointment of Tournament Director and LOC:
1) The technical committee in conjunction with the Executive and the Affiliate shall appoint a Tournament Director.
2) The Affiliate and the Tournament Director shall appoint the LOC.
3) The tournament director will send monthly reports to the Technical Committee.
4) A detailed tournament report shall be presented to the Technical Committee at least 2 weeks after the tournament .
5) The Tournament Director must liase with the Technical Committee w.r.t all aspects of the tournament.
Meetings at Tournaments:
1) Managers/ Coaches Meeting: This briefing meeting must be held before the tournament.
2) Referees Meeting :
This meeting must be held after the briefing of Managers/ Coaches Meeting.
The appointed Delegate to the Tournament will chair this meeting.
3) De –briefing Meeting:
This meeting must be held immediately after the tournament.
Officials that cannot attend may submit their recommendations to the Tournament Director at least 7days after the tournament.

All team 2 managers must attend the Manager’s Meeting and any necessary meeting that might be called.
The coach may fulfill this role.

f. Conduct- Should a Manager/Coach display poor conduct that includes the use of foul or derogatory language even towards his/her own players, irrespective whether the referee witnesses the incident or not ,this member will be required to appear before the disciplinary committee.
5) Team Entries All team entries must be submitted to SSA Competitions Manager, by the Affiliate Secretary, by closing date that will be stipulated:
a. Intention to compete – closing date is 3 months prior to first day of competition.
b. Confirmation to compete – closing date is 2 months prior to first day of competition and must to accompanied with payment.
c. Final team list – closing date is 4 weeks prior to first day of competition. Accompanying this list must be an ID photo of each team member. Photo’s are to be taken with a white back ground and can be submitted in digital format.
6) If teams withdraw after the closing date (point 5.b.). Their entry fee will not be refunded and a further fine of R 500.00 will be imposed.
7) Team Composition minimum requirements:
a. 13 players • Each team must field 2 black players (2008) and 3>4 black players (2009). • There must be at least 1 black player in the pool for the full duration of the game. Teams that do not comply will result in their entry being withdrawn.
b. 1 coach
c. 1 manager - 1 member of the management must be black (2008).
d. Minimum of 1 referee.
e. Minimum of 1 table official (unless these Officials are provided by the Hosts).
8) Only accredited managers may:
a. Lodge objections
b. Lodge protest. A written protest accompanied by R100.00 must be lodged with the Tournament Director within 1 hour of the objection.
9) In the case of a protest, the decision of the Tournament Director and the SSA appointed committee would be final.
10) If participating teams cause a delay in the starting of their game, they will be fined R 500.00
11) Team transformation must be met as per SSA Transformation Committee stipulation, unless otherwise stipulated in tournament rules.
12) Players are to wear the same cap number for the duration of the tournament. This consistency is necessary for our Selection Committee to fulfill their duties correctly and to produce accurate stats.
13) Ceremonies:
a. Opening Ceremony – Managers should instruct athletes on respectful behavior during the performing of the National Anthem and Opening Speeches.
b. Medal Ceremony – Athletes must present themselves in good time and correctly attired.
c. Only medal winners are allowed to be on the medal podium during medal presentations.
14) All tournaments should recognize the following achievements as a minimum:
a. Best Goal Keepers – men and women.
b. Best Players – men and women.
c. Most Promising Players – men and women.
d. Referee of the Tournament.
e. Most Improved Referee.
Kramer National Inter –Club Tournament
1) This tournament that will be played in sections based on team strength, previous results and current provincial league standings.
2) Team entry fee will be R 3000.00 and entries will fit into the following sections:
a. Men A Section – maximum of 6 teams
b. Men B Section – maximum of 8 teams
c. Women A Section – maximum of 6 teams
d. Women B Section – maximum of 8 teams
3) Promotion and Relegation Rule - The winning team of the B section may gain promotion into the A section by playing a promotion relegation match against the last team of the section
A. This match should be played as the curtain raiser to the Final match of the section
A. The winning team will be promoted to the A section and loosing team of the A section will be relegated to B section for the same tournament in the following year .
If a Province believes that their team is A section strength, they will be given automatic entry into A section until the A section has 8 teams Written motivation needs to accompany the team entry form.
If the A section is full (8 teams), teams will have to come in at B section. Teams will be accepted from the Affiliates in the A or B sections, however the number of teams entered will dictate the structure of the tournament.

Rules:
1) This is a Provincial tournament that will be played in sections based on team strength and previous results

1) This event is run and owned by South African Student Sports Union (SASSU).
2) SSA contributes to the technical running of the water polo section, therefore the above rules apply except: Rule 5 – team entries are to be submitted to SASSU offices.
3) All teams representing South Africa will be sanctioned by Swimming South Africa.
SA Schools
1) This event is run by S.A Schools with the assistance of SSA.
2) SSA contributes to the technical running of the water polo tournament, therefore the above rules Apply except: Rule 5 – team entries are to be submitted to S.A. Schools.
3) Registration; All players that participate in this tournament shall be registered with SSA at a fee of R 35.00. These registrations shall be submitted on a spreadsheet and include D O B ; Gender; School; Province and Race. These registrations and payment thereof must be submitted to SSA two weeks before the start of the tournament.
4) Invitation to Schools outside South Africa will be done through SSA.
5) All teams representing South Africa will be sanctioned by Swimming South Africa.
National Water Polo League:
1) The league will be played over 3 legs :

Appointment of Tournament Director and LOC:
1) The technical committee in conjunction with the Executive and the Affiliate shall appoint a Tournament Director.
2) The Affiliate and the Tournament Director shall appoint the LOC.
3) The tournament director will send monthly reports to the Technical Committee.
4) A detailed tournament report shall be presented to the Technical Committee at least 2 weeks after the tournament .
5) The Tournament Director must liase with the Technical Committee w.r.t all aspects of the tournament.
Meetings at Tournaments:
1) Managers/ Coaches Meeting: This briefing meeting must be held before the tournament.
2) Referees Meeting :
This meeting must be held after the briefing of Managers/ Coaches Meeting.
The appointed Delegate to the Tournament will chair this meeting.
3) De –briefing Meeting:
This meeting must be held immediately after the tournament.
Officials that cannot attend may submit their recommendations to the Tournament Director at least 7days after the tournament.

GSWP 56 – Referee interpretation from the 2008 Olympics
Referee Report from the 2008 Olympic Games by Guy Pinker (FINA International Referee).
Rule interpretations.
1. STARTING GAME AND NEW QAURTER.
The referees stand on their respective attacking 5 meter line. The referee opposite the table will indicate by raising their arm vertically when that team is ready to start and table side referee will make sure that other team is ready and then lower arm and whistle simultaneously to start. Note! The starting referee should delay 1 or 2 seconds in starting to make sure that the teams do not break early.
2. ACTION, PROVOCATION & SIMULATION.
It is very important that the referee whistles the first foul and acts in accordance of the rules. EG: Exclusion, Contra or ordinary foul. This will avoid the incorrect decision being called (provocation). In the case of “simulation” by a player to gain advantage a contra foul may be awarded or an exclusion foul.
3. 2 METER LINE.
This is normally at a man up situation where the post players and wings drift into the 2 meter area and stay there to draw a defender even though these player/s have no influence on the game they are gaining additional advantage and a contra foul must be whistled.
4. PENALTY THROWS.
If the trailing referee can see that the attacking referee needs assistance with the taking of the throw, then they should go and stand on the goal line to make sure that the goalkeeper is on their line. Note! The penalty taker cannot launch them into the 5 meter after taking the throw and if this occurs then no goal must be given.

1) COMMUNICATION
a) The staff must make sure that they have the sms details of all players in the squad in event of an emergency.
b) Normal communication from the manager to players and parents are as follows and presumes that most parents use their email at work:
For weekend practices:
i) Via email if the communication is sent out before 12pm on a Friday.
ii) Via sms if the communication is sent out after 12pm on a Friday.
Practices in the week:
i) Via email if the communication is 2 days before the practice.
ii) Via sms if the 2 days communication deadline was missed.
c) Managers are to send out an email and post results and practice details on the Blogspot in the format below and get the login and password from Grant or Fiona:

2) PRACTICES
a) Attending staff are to make sure the following has been arranged BEFORE they get to the practice venue:
i) Balls, caps, whistle, other training equipment.
ii) Key or code needed to enter locked premises.
iii) Permission to use the venue (preferably printed out to avoid issues with guards)
iv) The contact details of a person who they can phone if there is a problem with access.
v) Attendance register.
c) If one coach cannot make it the other coach or manager MUST take the practice. Please do not cancel any practice with less than 2 hours notice as parents travel from far and arrange their entire day around the practice. The reason for the cancellation must be supplied to the parents and players.
d) There will be a minimum of one practice per week during June, July, August and September and two practices per week in October and November. Practices should be two hours or longer and if any of the minimum amount of practices are missed staff must try to make the practice up at another time.
d) Please note that staff may ask the squad to pay between R75 – R120 per month toward pool hire, coaches cell and travel remuneration. Managers should please just be able to give account to parents and players of where the funds were spent and should keep written records.
e) Coaches must avoid doing pure fitness work alone and should make at least half of their practice match-play related.
f) Final squads must please be announced by 10 September 2008.
g) Final teams must be available on 10 October 2008.
3) COMPLIANCE & ADMINISTRATION
a) It is the responsibility of each coach to make sure that his/her teams quota requirements are met as the team can not be entered without the full quota requirement. A list of schools can be requested from Marius buys at buysm@stdavids.co.za cell:076 800 6983. A quota player is any Black, Coloured or Indian player.
b) Quota players can be sourced from schools or from the Soweto swimming club and it is crucial to ensure that we develop water polo in this area. I realize that this may mean extra effort from coaches but if we do not do this we fall further and further behind in the process.
c) The recent parliamentary decision to include Chinese in the so called “Black” classification must be taken cognissence of but managers must be aware that SSA has not officially incorporated said into the SWPSA tournament quota recommendation.
e) The players essential booking details such as the Date of Birth, Name and Surname, School, email, & cell number must be sent to each chairperson in the form of an excel spreadsheet to enable the bookkeeper, travel agent and person in charge of clothing to start their work. Staff must also include their own detail on the list with the team.
f) Managers will be required to keep a complete file of the players that need to contain their medical details, indemnity form and a certified copy of their birth certificate and an attendance register. (Other forms will be provided as well but managers are to please start working at gathering the required info pro actively.)
g) Please tell the players selected for the final squad that their parents will be required to pay a R2000.00 deposit by the 15th of September, R2000.00 and the remainder of the tour fee on 15th of October 2008.
h) The award ceremony will be held at the St David’s Marcellin Champagnat Hall on 8 November 2008 and will be attended in school uniform.
i) Dates and times for the 2008 SASWP Tournament held in East London:
i)GSWP Squad departure date: 6 December 2008 (by air)
ii)GSWP Squad return date: 10 December 2008 (by air)
iii)SASWP Tournament Date: 7 – 10 December
iv)Actual Tournament Matches Start Time: 7am, Sunday 7 December
v)Actual tournament end time: no later than 3pm, Wednesday 10 December
j) All teams will stay within 1.5km from their venue in a hostel.
k) A comprehensive tour document and guide will be given to the players close to the tournament.
l) Tournament Venues are the Joan Harrison Aquatic Complex, Selborne College, Port Rex High School, Clarendon College and Stirling High School.Age groups have not yet been allocated to specific pools.

n) The GSWP clothing will change from annual replacement to a hybrid

Please read carefully and try to adhere as closely as possible to the following arrangements for squad and team practices.
1) COMMUNICATION
a) The staff must make sure that they have the sms details of all players in the squad in event of an emergency.
b) Normal communication from the manager to players and parents are as follows and presumes that most parents use their email at work:
For weekend practices:
i) Via email if the communication is sent out before 12pm on a Friday.
ii) Via sms if the communication is sent out after 12pm on a Friday.
Practices in the week:
i) Via email if the communication is 2 days before the practice.
ii) Via sms if the 2 days communication deadline was missed.
c) Managers are to send out an email and post results and practice details on the Blogspot in the format below and get the login and password from Grant or Fiona:

2) PRACTICES
a) Attending staff are to make sure the following has been arranged BEFORE they get to the practice venue:
i) Balls, caps, whistle, other training equipment.
ii) Key or code needed to enter locked premises.
iii) Permission to use the venue (preferably printed out to avoid issues with guards)
iv) The contact details of a person who they can phone if there is a problem with access.
v) Attendance register.
c) If one coach cannot make it the other coach or manager MUST take the practice. Please do not cancel any practice with less than 2 hours notice as parents travel from far and arrange their entire day around the practice. The reason for the cancellation must be supplied to the parents and players.
d) There will be a minimum of one practice per week during June, July, August and September and two practices per week in October and November. Practices should be two hours or longer and if any of the minimum amount of practices are missed staff must try to make the practice up at another time.
d) Please note that staff may ask the squad to pay between R75 – R120 per month toward pool hire, coaches cell and travel remuneration. Managers should please just be able to give account to parents and players of where the funds were spent and should keep written records.
e) Coaches must avoid doing pure fitness work alone and should make at least half of their practice match-play related.
f) Final squads must please be announced by 10 September 2008.
g) Final teams must be available on 10 October 2008.
3) COMPLIANCE & ADMINISTRATION
a) It is the responsibility of each coach to make sure that his/her teams quota requirements are met as the team can not be entered without the full quota requirement. A list of schools can be requested from Marius buys at buysm@stdavids.co.za cell:076 800 6983. A quota player is any Black, Coloured or Indian player.
b) Quota players can be sourced from schools or from the Soweto swimming club and it is crucial to ensure that we develop water polo in this area. I realize that this may mean extra effort from coaches but if we do not do this we fall further and further behind in the process.
c) The recent parliamentary decision to include Chinese in the so called “Black” classification must be taken cognissence of but managers must be aware that SSA has not officially incorporated said into the SWPSA tournament quota recommendation.
e) The players essential booking details such as the Date of Birth, Name and Surname, School, email, & cell number must be sent to each chairperson in the form of an excel spreadsheet to enable the bookkeeper, travel agent and person in charge of clothing to start their work. Staff must also include their own detail on the list with the team.
f) Managers will be required to keep a complete file of the players that need to contain their medical details, indemnity form and a certified copy of their birth certificate and an attendance register. (Other forms will be provided as well but managers are to please start working at gathering the required info pro actively.)
g) Please tell the players selected for the final squad that their parents will be required to pay a R2000.00 deposit by the 15th of September, R2000.00 and the remainder of the tour fee on 15th of October 2008.
h) The award ceremony will be held at the St David’s Marcellin Champagnat Hall on 8 November 2008 and will be attended in school uniform.

I am aware that some parents want to plan their holidays and might find the following preliminary information useful regarding the 2008 SWSWP Tournament.
Tournament Venues are the Joan Harrison Aquatic Complex, Selborne College, Port Rex High School, Clarendon College and Stirling High School.Age groups have not yet been allocated to specific pools.
Dates and times for the 2008 SASWP Tournament held in East London:
• GSWP Squad departure date: 6 December 2008 (by air)
• GSWP Squad return date: 10 December 2008 (by air)

Born 3 July 1989
He played for St John’s College in the U14 B team, Benched for U15A and finally made his teams starting seven at U16A.
His Improvement:
1) He regularly benches for his water polo club, OJ Eagles who won the Kramer and Currie Cup in 2007.
2) Played as for the St Johns First team for the first time in 2007 and was appointed captain.
3) He was part of the St John’s team that won the King Edward IIV tournament in 2007
4) He was awarded best defender at the SACS and SA Schools Water Polo Tournaments.
In summation I believe that he has in a bona fide manner worked his way to the top from starting in a B side and that he should be recognised for the achievement.

RE: PRELIMINARY NOTICE OF MEETING
In the past few months, as a result of the financial constraints of the Federation, the
Executive Committee has been actively involved in investigating mechanisms with a view to
resolving them.
Certain issues have been identified, and steps have been introduced by the Executive
Committee to ensure that these areas are resolved and implemented as soon as possible to
ensure that the organisation is on a sound footing.
In the light of this scenario, the Executive Committee are committed to completing this work
before the Annual General Meeting. Because of the nature and the circumstances
surrounding these problems, and to ensure that the major issues are fully resolved for the
incoming Executive Committee, the Executive Committee has decided to postpone the
Annual General Meeting from 26th July to Saturday 30th August 2008, in order that this work
may be completed to an advanced level.
In as much as the date of the Annual General Meeting has been postponed, the closing date
for all nominations will remain Friday 4th July 2008.
The Executive Committee apologises for this postponement, but believe that it is in the
interest of our sport, that correct and sound action be taken.
The Executive is considering scheduling a Presidents meeting for the 26th July to discuss
some the challenges facing the organisation and how these can be addressed jointly with our
Affiliates.
Further details with regard to venue, etc, for both meetings will follow.

GSWP 50 – Call for a lobby to view Water Polo on the Supersport Channel
To all water polo viewers
Water Polo is still considered a minority sport in the RSA and we have to fight really hard for the limelight in the hard world of commercialism and consumer demand.
I would like to request that we obtain television Water Polo coverage of the upcoming Olympics.

An example of a system that has fallen prey to bureaucracy, unproductive blame-mongering, and inter-departmental power plays.

Summary:
The Department of Sport and Recreation and the Department of Education briefed the Committee on their work to create a viable structure for the management of sport in schools. All participants recognized the need to promote sport and physical education in schools. This would benefit the learners by developing a healthy life-style and providing an opportunity to use their spare time productively. Physical education would be re-introduced to schools, with a minimum period of 45 minutes per week for each learner.
There were structural problems. The NACOC confederation was seen to be unrepresentative of the sporting codes, and to be dominated by bureaucrats. Its predecessor, the United School Sports Association of South Africa had been seen to cater only for competitive sport. There was a need for any new structure to have a mass participation element as well. It was felt that while the Department of Sport and Recreation had to have some involvement, school sport should be run by educators with minimal involvement from civil servants. The Committee was informed of the fact that teachers were expected to perform 320 hours per year of extra mural activities, although this was not solely for sport. The departments were attempting to create a new structure that would be more representative.
One option was to create a Section 21 company. The Committee opposed this vigorously as it was seen as a move towards outsourcing and privatisation.
Various resolutions at the recent ANC conference emphasised that sport was viewed seriously, both as a means of healthy recreation and also as a means of nation building. One emblem was to be used for all sports teams in future. Sport and other extra mural activities must be offered by schools, and physical education must be added to the curriculum. Sports programmes must be prioritised, with an emphasis on women and the disabled. All funds for sports facilities previously included in the Municipal Infrastructure Grant would in future be diverted to the Department of Sport and Recreation for the building of facilities.
The Departments were still reviewing the White Paper on sport. The envisaged new structure was still the subject of negotiation, and a policy document would be prepared for the Committee’s scrutiny. Further meetings and workshops would be held. All parties present, including the representatives of certain national sporting codes, were in agreement about the importance of the issue.
Members compared the situation in state-aided schools to the much more positive attitude towards sport in the former Model C schools. Resources were a problem in the poorer schools, some of which had no sports grounds available to them nor sufficient equipment to practice the various codes.
And I thought water polo had issues...boy oh boy.

GSWP 47 – Feedback from the Annual GSWP Fixtures meeting on 12 June 2008
1) Attended: St Dunstan’s, St Stithian’s Girls, Edenvale High, St Peters College, Parktown Boys, Crawford College, St Mary’s, Kingsmead College, Jeppe Boys, Roedean College, St Johns College, Marian College, Afrikaanse Hoër Seunsskool, St Albans, King Edward VII School, Fourways High, Randpark High, St David’s Marist Inanda, Krugersdorp High, Pretoria Boys High, St Stithian’s Boys
2) Absent & Apologies: Beaulieu College, Pecanwood College, Mondeor High, Jeppe Girls High, Hyde Park High, Benoni High, St Benedicts.
3) Schools registration. Schools were thanked for their efforts to register their players. Schools who have not yet done so are urged to register ASAP. Schools checked their teams available for Term 3 in 2008 and Term 1 in 2009 as well as their contact details and events hosted by schools.
4) Trials. Trials will carry certain pre trial criteria which will be age group related. A panel was elected to draw up said and will consist of; Vlado Trininic, Kevin O Brien, Ryan Weideman, Kerry Wait, Lionel Randall, Stan Gospodinov, Brian Webster, Jane Samson, Anita Trininic. Vlado Trininic will be responsible for heading the group who draw up age group related criteria for boys trials and Anita Trininic fro the girls trials. The criteria will be presented in draft form for discussion and comment by 12 July 2008.
5) Quota players. There is a severe shortage of players and the existing players are overused and squabbled over. The cause stems from a small pool of players. The MIC’s are of the opinion that the way forward is for water polo playing schools to offer a bursary to a senior and junior player. It is difficult to uplift polo in Black, Coloured and Indian areas because of travel problems. Mr. Marius Buys is to write a proposal to schools in this regard. The MIC’s also felt that a fear of water is an inherent problem that needs to be addressed in specifically the Black culture. Anita Trninic submitted that pupils at Roedean College teach swimming as part of community service. The question was asked if the Macro Sport Bodies was aware of the critical shortage of quota players and the stifling effect the setting of unattainable quota criteria had on the sport and its participants in general. (The problem is particularly present at elite level such as Olympic and World Game level) Mr. Buys Reminded the MIC’s to focus on the problem from many angles and that the quota system was not likely to just go away.
6) Coaches Appointment system. The MIC’s agreed that the system works but that there should be greater scope for coaches to be appointed with more decree from a committee. Mr. Buys reminded the MIC’s that previously there was much debate around which the best coach was for which team and that the system successfully addressed the matter with enough criteria in place to entice new coaches and motivate entrenched coaches. Mr. Buys asked for written suggestions to improve the system.
7) B team coaches and managers. The MIC’s decided that all managers and coaches must aspire to enter into the provincial coaching system by attending courses and should not be appointed towards development just because they are from a small school.
8) Travel to East London. GSWP will explore flying to PE and traveling to EL via bus in order to lower flight costs.
9) Archivist, Secretary and Treasurer. Mr. Buys asked for nominations for persons to fulfill the positions and reminded that if none was forthcoming that professional persons or parents would need to be approached. The MIC’s were asked to submit suitable persons by 30 June 2008.
10) Web and Blog sites. The website will be redesigned to carry information that does not change often. GSWP trials and practice squads are being successfully organized through the Vice Chairpersons Blog sites. A Communications, Contacts and Events Blog will also be introduced soon.
11) A Sanctions Blog will be introduced where players that have been red carded will be listed and will carry a two week non playing penalty from the date of the sanction. Schools can check the site if any of their schools opposition has been sanctioned. If a sanctioned player is found to be playing the school will forfeit the match by 0 -5. Players will not be permanently listed on the Blog but removed from time to time. 12) Referee DVD. Mr. Marius Buys informed the MIC’s of a grading system that will be implemented for GSWP referees. Level 1 will reflect that a referee has knowledge of the rules. Level 2 will mean that the referee has passed the situation oriented multiple choice exam. Level 3 is awarded by a percentage vote from MIC’s each year to highly competent referees. The DVD which will be commercially available will aim to show video footage from a camera strapped to a referee’s head which will then ask the viewer to make a call based on what the viewer saw in the video clip. Hugh Farrel fro Red cherry productions will produce the DVD in association with Mr. Marius Buys.
13) GSWP Official Accreditation. GSWP will attempt to phase in accreditation and certification for referees, coaches and table officials.
14) Players may play up and in two teams. The proviso is that the movement must be warranted and that the MIC must inform the opposition MIC who must approve of said. this is to enable smaller schools to compete against more sides that larger schools offer. Players may not play up if it means that another player of a team will loose water time.
15) Provincial players may play up if they so choose. The attending MIC’s were put to a vote to decide the matter. There was also voted against forcing a player to play down in their own age group if the player did not want to play down but that the team needed the player.
16) The GSWP Constitution. A draft form is in the process of being prepared by Mr. Marius Buys and will be circulated for comment later in the year. When an accepted version of The GSWP Constitution starts to emerge a Special General Meeting will be called to vote The GSWP Constitution in.
Mr. Marius Buys thanked the MIC’s for their energy and input which concluded the meeting.

The site is an excellent, independent, Water polo centered, website in the USA who have very kindly allowed us to set up a message board / discussion forum at their site.
The site can be accessed by going to http://www.waterpoloplanet.com
Once there, click on 'Message Board' in the header and then go to 'South Africa Water Polo' in the international section.
A couple of pointers:
• Should you wish to actively participate in any discussion you need to register with WPP and be logged in. There is no financial charge and the process takes just a few minutes at most.
• Security at this site is excellent
• You'll see that although tempers sometimes do get a bit frayed, antagonists do try to be respectful of each other's pont of view.
• The site is well moderated so anybody that does get out of hand is asked to keep themselves in check. Should they continue in the same vein, further action is taken...
• As usual bad explicit bad language is a no-no.
The objective of setting up this message board is to widen communications between all interested parties when it comes to Water polo in South Africa.
You will be able to ACTIVELY participate in discussion about the sport. It is there for us to air some of the excellent initiatives that are being undertaken, and also to question some of the weird things that are happening.
As important you can post school / club / tournament results here and disseminate information to a range of people very, very quickly.
WPP is not only a message board. Preliminary notice is hereby given of the Annual General Meeting of Swimming South Africa
to be held in Johannesburg at a venue to be announced on Saturday 26th July 2008.
Members are reminded that the Constitution was amended at the Special General Meeting
held in October 2007, subject to the following two clauses:
(i) the boundaries to be recommended by the Boundaries Committee, and
(ii) the ratification to the changes in the composition of the Technical
Committees.
Notices of Motion
Any notices of Motion must be in the hands of the Hon. Secretary, c/o SSA Office, by not
later than noon, 04Th June 2008.

Members are further reminded that this Annual Meeting concludes the four-year term of
office of your Executive Committee. Nominations are called for the posts of

Discipline Technical/Swim Instructors Committees
The members of the re - formed Discipline Technical Committees covering Diving, Open
Water Swimming, Swimming, Synchronised Swimming and Water Polo, and the Swim
Instructors Committees, are also due for elections.
Each Committee shall comprise of five members, each member being capitated by their
Affiliate.
The Executive Committee will appoint the Chairperson of each Committee, who will hold
office for four years.
The balance of the Committees will hold office for a period of two years. To ensure continuity
within the Committees, in this first year of the new Committee, two members will sit for two
years and the other two members will sit for one year. Thereafter elections will take place
annually for two members.
Each Committee will comprise of two elected members and two nominated members. The
names of these members, with their CVs and acceptance, must be in the hands of the Hon.
Secretary, c/o SSA Office, by not later than noon on Friday 4th July 2008. Affiliates must
indicate clearly the members who are seeking election and those members who are seeking
nomination to the respective Committees. In making their nominations for candidates,
Affiliates are directed to indicate their candidate’s expertise.
The Executive Committee will finalise the nominated members at an Executive Meeting prior
to the Annual Meeting, and the successful nominated members will be announced as the
election results of each Technical Committee is announced. Affiliates who feel strongly of the
potential of their nominations, may nominate the same person for election and nomination.
Selection Committees
A Selection Committee in respect of each discipline, and in the case of Water Polo, one for
Men and one for Women, shall be elected at the Annual Meeting.
The Convenor and the two elected members will hold office for two years. An elected
member may not hold office in other committees.
The names of these members, with their CVs and acceptance, must be in the hands of the
Hon. Secretary, c/o SSA Office, by not later than noon on Friday 4th July 2008.
In conclusion, members are reminded that the major recommendation from the Executive

GSWP 38 – Call for Black, Coloured and Indian Players
To whom it may concern;
Please pass this message on to persons who might be able to help;
I am concerned about the lack of entries of Black, Coloured and Indian players in the Gauteng Provincial Water Polo trials for the SA Schools Tournament.
Players who cannot afford the entry fee will be sponsored in full by GSWP.
If there is a need for transport to and from the Wahoo Aquatic centre this Sunday 1 June 2008 where the boys trials will take place, GSWP will try to arrange it for players who cannot get there on their own.
If you know of any good swimmers that we can teach to play water polo I would also really appreciate a call on my cell 076 800 6983.
If you cannot afford the call please send me a “please call me” or give me a missed call to discuss the person.
There is a real need for both male and female players.

GSWP 36 – Regional Eligibility & Age Group Criteria
Dear MIC / Coach
Any player from another region (eg Northerns) that has their team entered into the same league as Central Gauteng will be compelled to play for their region. In addition if for eg. Northerns do not have a team in the boys U19A section then that player MAY play for Central Gauteng but is not compelled to do so.
Age groups are based on the 1st of January. ie a player who is 13 on 1st Jan will be U14 for that year.

GSWP 35 – GSWP Blog spots Launch
To whom it may concern.
It is my pleasure to announce the launch of the first of many water polo Blog spots that will run off the gautengschoolswaterpolo.co.za website which will close at the end of 2008.
In the past it has been problematic to keep information continuously updated as the website technician is quite expensive and charges for every alteration to the site.
The solution is to have each person run his own mini website (aka Blog spot) that he/she can continuously update as the information changes.
Persons who then which to have the latest information would be able to hotlink to the required information from the website to for instance check if they have been registered for the trial, have been selected through to the practice squad and second round and even if the venue has changed at the last minute.

GSWP 34 – Trials Standardization and organization
Dear Selectors and Staff.
With the upcoming trial I would just like to standardise our approach in terms of selection.
The appointed A team coach and manager sets up the pool, provide balls, caps, selection lists, team lists and run their age groups trial on the selected date. GSWP will provide the big black marker pens to write the number on the players.
The selection process:
The age groups coaches and managers select with other co-selectors, normally the teachers and part time coaches of players taking part in the trial. Any reasonably knowledgeable person (including a parent) may be a selector and does not need to be invited to select. Only one selector per school is allowed. If there is more than one selector they may consult or select together but have only one vote at the end of each match.
It is important to note that the coach carries the responsibility of making his team perform and that his choice should reflect the type of water polo he prefers to coach. The coach has to explain to the co-selectors what he is looking for before the trial starts.
All players in the trial are subjected to a swim test.
Players then play in teams that are put together before the selection date in either their first or second choice position. The players are only known by their trial number which is written in triathlon style on their upper arm and back. Players play in neutral caps and swimwear and may not wear caps or swimwear that link them to a particular school.
All players MUST be observed by the selectors and play a minimum of a total 20 minutes of active game time in the water. (Thus 2 matches of 10 min each)
The selectors are provided with a list (GSWP TRIAL SELECTORS FORM) and has to indicate a rating from 1 – weak, 2 – acceptable, 3 – good. After every match the scores from each selector is recorded by the A side’s manager. Only the top 40 highest scoring boys may be discussed for the squad of 30. Selectors do not try to rate every player but only the weak (1) and good ones (3), the rest get a (2).
Players who cannot make the first round of trials may be entered into the squad based on there being fair grounds for missing the trial as well as a recommendation of their schools water polo MIC that they are of suitable level to be considered for the squad. If an MIC feels strongly about a player being unfairly cut from the selection that player may be included in the squad with a written motivation by the MIC.
The A team is made up from the required quota players and players of merit. The A team coach selects his A team from the squad chosen in the first round after a number of practices with the squad.
The Colts team coach may then make changes to the remaining squad if the make up of his team is compromised such as not enough centre forwards, colts players etc. The Colts side is made up out of the required quota players as well as at least 9 players that are 1 year younger than the age group. The Colts side will play in the A section.
The B team is selected if there are enough entrants that will play in the B section. The coach/manager for the B side will be appointed only if a B team is selected. The B side must consist of the required quota players and at least 9 players from a Co-Ed or small monastic school.
The manager must also hand in all the selectors selection lists together with the trial application forms which will be kept in a central register by the chairman/ secretary.
The manager will receive photocopies of the trial forms and keep them for his own file.
The manager also checks to see that the selected squad is of the correct age, quota, area, not post matric and SSA registered.
The selection oversight committee looks at players that are excluded from the team before the final team is announced.
The selection oversight committee is made up of the Chairman. Vice Chairperson, Coach, Manager and 2 independent persons that knows the age group.
The committee specifically looks at players that might have been overlooked at the second selection.
Another factor that is looked at is the percentage of players from a specific school vs the results of that schools age group against tier 1 water polo schools in general. The rule of thumb is that the majority of the players should come from the top 6 tier one water polo schools.
Other factors that are looked at is personal bias from coaches with regards to specific players they may have a personality conflict with.
Coaches also have to keep in mind that they have to indicate 2 non traveling reserves which consist of 1 quota payers and 1 merit player. These players are on standby and may practice with the squad and receive kit but they will only travel to the competition if there is an injury.

1. NOTICE OF MEETING
The notice was taken as read.
(It was noted that the meeting had originally been scheduled to take place during the SWPSA U19 tournament, but due to the cancellation of the tournament the date was moved to the 29th February due to the numerous tournaments being held in Johannesburg.)

The Minutes of the meeting held on 1 December 2007 were CONFIRMED and SIGNED with the following amendments:
Point 7:
Mr Buys reported that discussions where in progress with FNB regarding Water polo Classic Clashes.
Point 8:
It was suggested by Mr Buys that further investigation was warranted and it was an avenue to explore.
5. Matters Arising
Point 1: SA Schools U19
Concern was raised that the correct procedures had been followed in order to move the tournament earlier, this was agreed upon in December at the GM and thereafter concerns where raised by Provinces. A request was made that Provinces should ensure that their constituency’s are caucused and informed on matters arising.
Due to the cancellation of the tournament any previous agreement wrt to the tournament being held in March 2008 are no longer applicable.
Point 2: Selectors
The post meeting note was referred to.
6. CHAIRMANS REPORT
The Chairman’s report was tabled.
During the report and interactive discussion took place on points and agreements where reached as follows:
a. BOE
Mr Schooling reported that a debriefing and forward planning meeting would be held with BOE on 10 March 2008.
It was AGREED that:
• The tournament organiser – Mr Wessels be introduced to the BOE team wrt further arrangements for the 2008 tournament
• The sponsorship was value adding and a benefit to water polo
b. 2007 Tournament
“Lotz” Incident
An apology was received from Gauteng, Mr Buys.
It was noted that there had been some media reports which had put the 2007 Tournament in a negative light at the time. However it was also reported that further media debate on the matter had led to constructive interactive discussions in the Cape Town media.
Black players
It was confirmed and AGREED that:
• If a team does not comply with the entry criteria they will not be able to participate in the respective tournament.
Tri Nations
The council recorded its disappointment of the non participation of New Zealand and Australia.
It was AGREED that:
• Look at possible contractual agreements
• International games are the pinnacle of the tournament and a player achievement
Alcohol abuse
It was AGREED that:
• Strong actions must be taken by provinces
• It should be recommended that educators are appointed with coaches
• A code of conduct should govern both pupils, coaches and staff during tournaments
Lack of Resolve
It was AGREED that:
• Provinces should respect and abide by the constitution, tournament rules and criteria and decisions of SWPSA
c. Swim SA (SSA)
It was DISCUSSED that:
• Water polo affairs MUST be represented by persons of water polo
• The nomination and selection process of representatives should be questioned
• The representation of schools should be increased as schools represent 000’s of players as opposed to clubs
o Eg. The SWPSA tournament alone had more than 1000 pupils participating
• SSA must have at least one representative from SWPSA
• The TC (technical committee) must have at least 2 representatives from SWPSA
• The various structures give schools more recognition as schools are the key to development, little or no development takes place at club level
• A request should be made to SSA to explain the channels and dissemination of communication
• The relationship with SSA should be embraced however it is important that concerns are addressed and questions answered
and AGREED that:
• SSA should provide the procedures for election etc. of representatives to SWPSA
• SSA should provide the composition of the structure
• SSA should provide SWPSA with an organogram
• Splash polo should be supported and implemented
• The chairperson of the TC should attend SWPSA agm’s
• A proposal will be formulated by Marius Buys and Doug Schooling and presented to SSA wrt the discussion above.
• A copy of SSA’s Business plan be made available to SWPSA including the Income and Expenditure statements
Acceptance of the Chairman’s report was proposed by Mr Doug Schooling and seconded by Mr Marius Buys.
7. FINANCIAL REPORT
The Chairperson opened the point by reporting that when SWPSA joined USSASA an amount of approximately R45 000 was paid over to them and the SWPSA account was closed. On request on the status of these funds the Chairperson was informed that very little funds where available as they had been used for eg. Travelling and subsistence to water polo tournaments etc. at the time.
Mr Doug Schooling reported that SWPSA do not currently have their own bank account. The SWPSA funds raised during the SASWP tournament 2007 had been managed by WP however accounted for separately in their financials. The financial report was presented as follows:
It was AGREED that:
• A bank account should be opened
• 2 signatories must sign
• No 2 signatories must be in 1 province
The report was Proposed by Mr Steve La Marque and seconded by Mr Marius Buys.
8. ELECTION OF OFFICE BEARERS
8.1 Chairperson
Mr Murray Van Heerden called for nominations for Chairperson.
Mr Steve La Marque was Unanimously re-elected.
8.2 Treasurer
Mr Doug Schooling was Unanimously re-elected.
8.3 Secretary
Mrs Sandy La Marque was Unanimously elected.
8.4 Technical committee
It was AGREED that a nominated member from each Province comprised the TC.
8.5 Vice Chairperson
It was AGREED that a vice-chairperson girls and boys should be elected.
Vice-chairperson Girls, Mrs Nona Keet was Unanimously elected.
Vice- chairperson Boys, Mr Marius Buys was Unanimously elected.
8.6 Awarding of meritorious service awards
No nominations where received.
It was NOTED that the following persons had been awarded meritorious service awards and had not yet received their blue blazers with the SSA badge and Meritorious service embroidered below the pocket:

It was AGREED that:
• The treasurer should purchase the blazers

It was AGREED that this would be done at the evening meeting prior to the SASWP 2008 commencing.
9. TOURNAMENTS
It was RECOMMENDED that:
SAU and Kramer follow the venues and dates that SWPSA agree upon as they are determined by the Dept of Education term closures. Numerous schools write exams on the last day of the school calendar and schools will not release staff of pupils earlier.

It was CONFIRMNED that the SASWP for 2008 will be held in East London as follows:
• Date: 7 – 10 December
• Start Time: 7am, Sunday 7 December
• End Time: no later than 2pm, Wednesday 10 December
• All provinces should leave on the Wednesday
• SAU could start at 3pm, Wednesday 10 December
• Selectors for the tournament will be confirmed at the AGM on 6 December
• Managers and coaches meeting will take place at 19:30 on 6 December 2008
IT was AGREED that:
• Team Quota’s will apply
• Teams not complying with the entry criteria will not be allowed to play at all
• “Black” players will mean – black, Indian and coloured
• The entry criteria for quotas will be as follows:
o U19 1 player
o U16 1 player
o U14 2 players
o U13 2 players
2009
It was AGREED that the SWPSA tournament for 2009 should be held in Johannesburg.
10. GENERAL
5.1 Data Base
It was reported that as a matter of urgency a data base of ALL pupils playing water polo must be submitted to Swim SA via SWPSA. It was confirmed that there will be no charge to be registered on the data base (see minutes of the SSA meeting). It was noted that normal player registration for league, provincial tournaments etc. must be followed, this included payment.
It was AGREED that:
• A spreadsheet for completion by all schools will be circulated
• the completed spreadsheet must be submitted to the Chairperson SWPSA by 31 March 2008
5.2 Selections at SWPSA 2007
It was reported that as agreed an u16 squad of 40-45 players should have been selected at the 2007 tournament, however the u16 squad selection had not included players in the u19 section. It was envisaged that this squad would start with practices in preparation for future events which this age group will qualify for.
It was AGREED that:
• Only players who display a national standard and are currently in a starting 7 should be nominated
• The names must be submitted by the Provinces before 17 March 2008 to the Chairperson
5.3 Development
A proposal submitted by Dr Dale Mcgregor was discussed.
In principal it was AGREED that under no circumstances could the quota requirements be ignored. However it was felt that the proposal of development tournaments should be pursued.
It was felt that development should be a priority for all schools but that SSA and other bodies should also play a greater role and contribution in the success thereof.
It was AGREED that:
• The proposal to run development tournaments be discussed with Provincial Schools Swimming associations as this could be linked and run in conjunction with the satellite gala program
• Greater financial support was required for development programs
• That the workshop to discuss development in water polo is critically important and must be held sooner than later
• WP schools present their development program to the SSA workshop
• SWPSA representatives participate in the workshop
5.4 Referees
Concern was raised regarding the conduct of some of the referees who had participated at SASWP 2007 and the small number of referees being utilised in tournaments.
It was AGREED that:
• Referee development should be promoted
• More referees should be given opportunities to referee
• An accreditation system should be pursued
5.5 Coach/Manager behaviour
It was reported that numerous schools Heads are concerned about the coaches and managers behaviour and conduct pool side.
It was AGREED that:
• A code of conduct and bylaws should be drafted by Doug Schooling, Murray van Heerden and Marius Buys
• The draft should be circulated to all for input, on finalisation,
• The final document should be circulated and agreed upon by email for acceptance and immediate implementation
5.6 Expenses
It was noted that the Chairperson received no form of compensation for expenses incurred on behalf of SWPSA.
It was APPROVED that:
• An amount of R6000 will be paid at the beginning of office annually for expenses incurred
5.7 Communication
Mr Buys proposed that a website be utilised for communication purposes wrt to water polo matters.
After discussion it was AGREED that:
• The Swim SA website should host a water polo “page”
• The constitution, code of conduct and other water polo issues could be located on the site for information purposes
• Mr Marius Buys and John Moodley should set up discussions and pursue the possibilities available

It was AGREED that the next meeting will take place as follows:
• Date: 6 December 2007

• Time: 4:30 for 5pm – 7pm

• If a team does not comply with the entry criteria they will not be able to participate in the respective tournament.
Tri Nations
The council recorded its disappointment of the non participation of New Zealand and Australia.
It was AGREED that:
• Look at possible contractual agreements
• International games are the pinnacle of the tournament and a player achievement
Alcohol abuse
It was AGREED that:
• Strong actions must be taken by provinces
• It should be recommended that educators are appointed with coaches
• A code of conduct should govern both pupils, coaches and staff during tournaments
Lack of Resolve
It was AGREED that:
• Provinces should respect and abide by the constitution, tournament rules and criteria and decisions of SWPSA
c. Swim SA (SSA)
It was DISCUSSED that:
• Water polo affairs MUST be represented by persons of water polo
• The nomination and selection process of representatives should be questioned
• The representation of schools should be increased as schools represent 000’s of players as opposed to clubs
o Eg. The SWPSA tournament alone had more than 1000 pupils participating
• SSA must have at least one representative from SWPSA
• The TC (technical committee) must have at least 2 representatives from SWPSA
• The various structures give schools more recognition as schools are the key to development, little or no development takes place at club level
• A request should be made to SSA to explain the channels and dissemination of communication
• The relationship with SSA should be embraced however it is important that concerns are addressed and questions answered
and AGREED that:
• SSA should provide the procedures for election etc. of representatives to SWPSA
• SSA should provide the composition of the structure
• SSA should provide SWPSA with an organogram
• Splash polo should be supported and implemented
• The chairperson of the TC should attend SWPSA agm’s
• A proposal will be formulated by Marius Buys and Doug Schooling and presented to SSA wrt the discussion above.
• A copy of SSA’s Business plan be made available to SWPSA including the Income and Expenditure statements
Acceptance of the Chairman’s report was proposed by Mr Doug Schooling and seconded by Mr Marius Buys.
7. FINANCIAL REPORT
The Chairperson opened the point by reporting that when SWPSA joined USSASA an amount of approximately R45 000 was paid over to them and the SWPSA account was closed. On request on the status of these funds the Chairperson was informed that very little funds where available as they had been used for eg. Travelling and subsistence to water polo tournaments etc. at the time.
Mr Doug Schooling reported that SWPSA do not currently have their own bank account. The SWPSA funds raised during the SASWP tournament 2007 had been managed by WP however accounted for separately in their financials. The financial report was presented as follows:
It was AGREED that:
• A bank account should be opened
• 2 signatories must sign
• No 2 signatories must be in 1 province
The report was Proposed by Mr Steve La Marque and seconded by Mr Marius Buys.
8. ELECTION OF OFFICE BEARERS
8.1 Chairperson
Mr Murray Van Heerden called for nominations for Chairperson.
Mr Steve La Marque was Unanimously re-elected.
8.2 Treasurer
Mr Doug Schooling was Unanimously re-elected.
8.3 Secretary
Mrs Sandy La Marque was Unanimously elected.
8.4 Technical committee
It was AGREED that a nominated member from each Province comprised the TC.
8.5 Vice Chairperson
It was AGREED that a vice-chairperson girls and boys should be elected.
Vice-chairperson Girls, Mrs Nona Keet was Unanimously elected.
Vice- chairperson Boys, Mr Marius Buys was Unanimously elected.
8.6 Awarding of meritorious service awards
No nominations where received.
It was NOTED that the following persons had been awarded meritorious service awards and had not yet received their blue blazers with the SSA badge and Meritorious service embroidered below the pocket:

It was AGREED that:
• The treasurer should purchase the blazers
• The blazers should be handed out at appropriate functions to honour these persons
8.7 Awarding of honorary life membership
No nominations where received.
8.8 Election of SA Schools Selectors
It was AGREED that this would be done at the evening meeting prior to the SASWP 2008 commencing.
9. TOURNAMENTS
It was RECOMMENDED that:
SAU and Kramer follow the venues and dates that SWPSA agree upon as they are determined by the Dept of Education term closures. Numerous schools write exams on the last day of the school calendar and schools will not release staff of pupils earlier.
2008
It was CONFIRMNED that the SASWP for 2008 will be held in East London as follows:
• Date: 7 – 10 December
• Start Time: 7am, Sunday 7 December
• End Time: no later than 2pm, Wednesday 10 December
• All provinces should leave on the Wednesday
• SAU could start at 3pm, Wednesday 10 December
• Selectors for the tournament will be confirmed at the AGM on 6 December
• Managers and coaches meeting will take place at 19:30 on 6 December 2008
IT was AGREED that:
• Team Quota’s will apply
• Teams not complying with the entry criteria will not be allowed to play at all
• “Black” players will mean – black, Indian and coloured
• The entry criteria for quotas will be as follows:
o U19 1 player
o U16 1 player
o U14 2 players
o U13 2 players
2009
It was AGREED that the SWPSA tournament for 2009 should be held in Johannesburg.
10. GENERAL
5.1 Data Base
It was reported that as a matter of urgency a data base of ALL pupils playing water polo must be submitted to Swim SA via SWPSA. It was confirmed that there will be no charge to be registered on the data base (see minutes of the SSA meeting). It was noted that normal player registration for league, provincial tournaments etc. must be followed, this included payment.
It was AGREED that:
• A spreadsheet for completion by all schools will be circulated
• the completed spreadsheet must be submitted to the Chairperson SWPSA by 31 March 2008
5.2 Selections at SWPSA 2007
It was reported that as agreed an u16 squad of 40-45 players should have been selected at the 2007 tournament, however the u16 squad selection had not included players in the u19 section. It was envisaged that this squad would start with practices in preparation for future events which this age group will qualify for.
It was AGREED that:
• Only players who display a national standard and are currently in a starting 7 should be nominated
• The names must be submitted by the Provinces before 17 March 2008 to the Chairperson
5.3 Development
A proposal submitted by Dr Dale Mcgregor was discussed.
In principal it was AGREED that under no circumstances could the quota requirements be ignored. However it was felt that the proposal of development tournaments should be pursued.
It was felt that development should be a priority for all schools but that SSA and other bodies should also play a greater role and contribution in the success thereof.
It was AGREED that:
• The proposal to run development tournaments be discussed with Provincial Schools Swimming associations as this could be linked and run in conjunction with the satellite gala program
• Greater financial support was required for development programs
• That the workshop to discuss development in water polo is critically important and must be held sooner than later
• WP schools present their development program to the SSA workshop
• SWPSA representatives participate in the workshop
5.4 Referees
Concern was raised regarding the conduct of some of the referees who had participated at SASWP 2007 and the small number of referees being utilised in tournaments.
It was AGREED that:
• Referee development should be promoted
• More referees should be given opportunities to referee
• An accreditation system should be pursued
5.5 Coach/Manager behaviour
It was reported that numerous schools Heads are concerned about the coaches and managers behaviour and conduct pool side.
It was AGREED that:
• A code of conduct and bylaws should be drafted by Doug Schooling, Murray van Heerden and Marius Buys
• The draft should be circulated to all for input, on finalisation,
• The final document should be circulated and agreed upon by email for acceptance and immediate implementation
5.6 Expenses
It was noted that the Chairperson received no form of compensation for expenses incurred on behalf of SWPSA.
It was APPROVED that:
• An amount of R6000 will be paid at the beginning of office annually for expenses incurred
5.7 Communication
Mr Buys proposed that a website be utilised for communication purposes wrt to water polo matters.
After discussion it was AGREED that:
• The Swim SA website should host a water polo “page”
• The constitution, code of conduct and other water polo issues could be located on the site for information purposes
• Mr Marius Buys and John Moodley should set up discussions and pursue the possibilities available

• Time: 4:30 for 5pm – 7pm
There being no further matters the Chairperson thanked members for their attendance and participation, the meeting was closed.
